Josep Borrell, a man without much Influence
He is the head of the European diplomacy. And he is very little known to the general public. What must be emphasized is that it is less his personality that is at issue than what he represents: a European Union that has failed to find its place in global diplomacy. But the fault lies with the main heads of States. The recent visit of Mr Borrell to Russia is a perfect illustration of the EU's lack of influence. Mr Putin who spoke with Mr Borrell gave the impression that he met the representative of Europe out of pure courtesy. The truth is that the European leaders stopped in the middle of the road. They didn't want, wrongly or rightly, an integrated Europe. And moreover a majority of European politicians did not want to disappear behind a cumbersome European bureaucracy. Simply put, they refused to share their power. A united Europe has therefore remained essentially a political fiction. And the dilemma between the constant enlargement and the deepening of the EU has still not been resolved. That is why the European Union will remain an entity with little influence on the world stage.
